Virginia Saltwater Fishing

Here's the information for Virginia saltwater fishing. Because this state shares so many
boundary waters of Chesapeake, Potomac etc. there are myriad of regulations. Here's some of the info you'll need to
fish saltwater in Virginia:
Recreational Saltwater Fishing License Boundaries
A recreational saltwater fishing license is required in Virginia's portion of the Chesapeake Bay, its tidal
tributaries, and Virginia's Territorial Sea. Boundaries associated with these areas are described below:
"Territorial sea" means the waters within the belt, three nautical miles wide, that is adjacent to
Virginia's coast and seaward of the mean low-water mark (from COV 28.2-100; this is the outer Atlantic Ocean
boundary of Virginia tidal area requiring a license from the Commission).
Freshwater/Saltwater License Lines on Tidal Rivers
Persons fishing upstream of the designated lines on the following waters must have a valid
freshwater fishing license while those fishing below the lines must have a valid saltwater fishing
license:
…..Potomac River: Route 301 Bridge
…..Rappahannock River: Route 360 Bridge
…..Piankatank River/Dragon Run: The 1st set of power lines immediately upriver of Anderson
Point
…..York River System (including the Mattaponi and Pamunkey Rivers): Route 33 Bridges
…..James River: A line connecting Hog Point and the downstream point of the mouth of College
Creek
Below these designated lines a freshwater or saltwater license will be valid on any tidal portion
of any tributary entering the above mainstem waters.
The following waters are entirely freshwater and require a freshwater fishing license throughout:
Meherrin River; Nottoway River; Blackwater River (Chowan drainage); Back Bay, Northwest River, and North Landing
River and Intercoastal Waterway upstream to Great Bridge Locks; and Dismal Swamp Canal below (or South) of Deep
Creek Locks.
Reciprocal Recreational Saltwater Fishing Licenses:
Chesapeake Bay and Seaside - Anglers with saltwater licenses from either Virginia or Maryland may
fish in any portion of the Chesapeake Bay, or any of the saltwater reaches of its tributary rivers, as well as
seaside bays and creeks and the Atlantic Ocean where a Virginia saltwater license is required. Virginia licenses
honored include: 1) individual annual licenses; 2) individual temporary licenses; 3) private boat licenses covering
all persons fishing on the boat; 4) annual licenses for charter boats, headboats, and partyboats; and 5) annual
licenses for rental boats.
Potomac River - Anglers with saltwater licenses from either Virginia or the Potomac River
Fisheries Commission may fish in any portion of the mainstem of the Potomac River to the lower border of D.C..
Virginia licenses honored include: 1) individual annual licenses; 2) individual temporary licenses; 3) private boat
licenses covering all persons fishing on the boat; 4) annual licenses for charter boats, headboats, and partyboats;
and 5) annual licenses for rental boats.
Virginia saltwater recreational licenses purchased for fishing in ocean waters are the same
license used for Bay waters and have the same reciprocity described above.
Virginia Coastal Seasons
January 1 through .......…May 16 through December 31
Minimum Size Limit.............. 28 inches
Possession Limit..................... 2 per person
Note that there is a coastal trophy season from May 1 to May 15; the regulations summarized below
for Virginia Trophy Seasons apply to the coastal trophy season.
Coastal regulations apply in Virginia's Territorial Sea, plus all of the creeks, bays, inlets,
and tributaries on the seaside of Accomack County, Northhampton County (including areas east of the causeway from
Fisherman Island to the mainland) and the City of Virginia Beach (including federal areas and state parks fronting
on the Atlantic Ocean and east and south of the point where the shoreward boundary of the Territorial Sea joins the

Virginia Trophy Seasons: Coastal Area (May 1-15); Chesapeake Bay and its tributaries (May 1
through June 15)
Minimum Size Limit...............................32 inches
Possession Limit...............................1 per person
Additional Trophy Season Regulations: Catch Report Required; no possession of 32" or greater
striped bass in the Spawning Reaches May 1 through June 15. Trophy Season regulations apply in Virginia's
Territorial Sea and the Chesapeake Bay and its Virginia tributary rivers, except for the tributary rivers emptying
into the Potomac River (see note below for more information on Potomac River striper regulations).
Chesapeake Bay Spring Season ............May 16 through June 15
Minimum Size Limit................................... 18 inches
Maximum Size Limit * .......................................... 28 inches
Possession Limit ..............................................2 per person
* 1 fish of the 2 fish possession limit may be larger than 32 inches ( catch report required if
striped bass 32" or greater is kept ); No possession of 32" or greater striped bass in the Spawning Reaches May 1
through June 15.
Chesapeake Bay Fall Season ..............October 4 through December 31
..Minimum Size Limit..........................18 inches
Maximum Size Limit * ................ 28 inches
Possession Limit - October 4 through December 31......2 per person
* 1 fish of the 2 fish possession limit may be 34 inches or larger; no fish may be kept between
28 and 34 inches.
Chesapeake Bay regulations for both the Spring and Fall seasons described above apply in the main
stem of the Chesapeake Bay and Virginia's Chesapeake Bay tributary rivers, except for the tributary rivers emptying
into the Potomac River (see note below for more information on Potomac River striper regulations).
Other Virginia restrictions: You may not combine possession limits when seasons overlap or you fish in
multiple jurisdictions. Gaffing striped bass or attempting to gaff striped bass is illegal in Virginia marine
waters.
Federal water striped bass regulations: Atlantic Ocean waters beyond the 3 mile limit are closed to the
taking and possession of striped bass all year.
Potomac River striped bass regulations: Different regulations apply in the Potomac River. These areas are
